[ARM] pxa/MioA701: fix memory corruption.

In the resume bootstrap, the early disable address is wrong.
Fix it to RAM address 0xa020b000 instead of 0xa0200000, and
make it consistent with RESUME_ENABLE_ADDR in mioa701.c.
