dt-bindings: interrupt-controller: Add nuvoton, wpcm450-aic

The WPCM450 AIC ("Advanced Interrupt Controller") is the interrupt
controller found in the Nuvoton WPCM450 SoC and other Winbond/Nuvoton
SoCs.
