Move headers files to 'GL/' so that the library can be built without installed headers.

Update to Mesa 7.0.2. Tested by naddy@ (full ports build), simon@ and oga@ (with dri enabled).

Bump the major on every single base library. There are a couple not bumped by this that will be corrected soon.
