Update shared drm code, inteldrm(4) and radeondrm(4) from linux 4.4 to linux 4.19.34.

Ignore inteldrm opregion backlight requests if we're using native backlight control. These are still generated on AC power changes on a variety of laptops, but since they're supposed to be ignored, the brightness level often doesn't make sense.
