Play and record audio on Windows from Zig through WASAPI and COM, without linking a C library.

Run the Windows test suite under Wine, locally and on Forgejo

The dev shell gains the 64-bit Wine on x86-64 Linux (plain `wine` is 32-bit only and rejects the test binaries as a bad EXE format) and PulseAudio. tools/wine-test.sh runs `zig build test -fwine` against a private PulseAudio null sink and a throwaway prefix, so the loopback test has an endpoint to play to and record from without sound hardware and without touching the speakers or ~/.wine. With no server at all, Wine offers an endpoint whose Initialize answers E_NOTIMPL, and the loopback test fails on it. The Forgejo workflow runs it in each optimize mode, and the docs job waits for it.
