zig-csv 0.2.0

Adds a strict .crlf record terminator for RFC 4180's reading, where only the pair ends a record. Makes CsvConfig.quote work: it was only half consulted, so any value but the default misparsed. Distinguishes UnclosedQuote from ShortBuffer, so a malformed file is not reported as an undersized buffer. Consumes a UTF-8 byte order mark by default, with skip_bom to turn it off. Audited against RFC 4180: 294,590 generated documents and 1,845,835 fields parse byte-exactly under every configuration. Requires Zig 0.16.0.
