publish the source to winget.jcollie.dev from main

After the tests pass on main, build and sign source.msix with the key from the SIGNING_KEY secret, verify the signature against the published certificate, and upload the site with git-pages-cli, authorized by the _git-pages-forge-allowlist TXT record.
