check manifests against the schemas and this repository's rules

`python -m wingetsource check` validates every version against winget's 1.12.0 manifest schemas, converting YAML the way winget does, and checks the identifier, directory and file names, and that the files agree. For the versions a change touches it also downloads each installer, which must come from git.jcollie.dev and match its SHA-256. CI runs it on pushes and pull requests.
