npm's hoisting behavior masks the incorrect dependency,
but oxc-parser is actually used by scripts/test,
not scripts/build

it returns an opaque object now, so no need for the generic.

also removes the unnecessary `& object` bound because it's
not backed by a WeakMap anymore.
