This fixes the following failure:

Test "Enable extension 'dash-to-panel@jderose9.github.com'" failed with error: " State: ACTIVATING instead of ACTIVE"

I can reproduce it even before the parent commit.

Updating `gnomeExtensions.gtk4-desktop-icons-ng-ding` broke the patch so it was rebased.
Additionally, there were some more programs that needed to be patched in:

libraqm was enabled for imagemagick in commit
cf62b39840dee1ff69de1cfc3561dbcc32d87f8d

as libraqm depends on freetype, which is disabled
in imagemagick_light, we also need to disable
libraqm
