Feature Request - issue/pull request templates #413

As a developer, so that I can create issues and pull requests in a format and with details needed to help my collaborators, I would like to be able to create issue and pull request templates in my repos.

I know there’s no entity representing an organization, however supporting these at an organization level if that’s added later would also make sense.
