This won't mean much thing currently, but can be useful in future.
For example, PR round review comments need strongRef instead of just at-uri. Bluesky posts also use strongRef to reference reply root/parent posts.
To support this, the appview first need to backfill most records with CID which will also help avoiding upserting same record twice.
We may or may not want that context, but having additional information about the comment target can be useful.
We can just ignore the cid for most cases.
For example, when subject field in sh.tangled.comment is strongRef, PR page can use the CID to comment on specific PR round and Issue page can ignore the CID.
the bsky usecase is quite different. in our case, we would want replies to issues/comments to continue to have a link even if the
subjectis edited. don't think we should do this universally, do think we should do this in some places.
