feat: ability to disable issues/pulls #38

Much like other sourceforges (GitHub, Forgejo, etc.), it would be nice to be-able to disable Issues and/or Pulls (or any other future social features). This would be particularly handy for repos using Tangled as a secondary mirror, or those using an external standalone issues tracker.

Funnily enough, GitHub doesn't even let you disable Pull Requests as far as I am aware.. which is stupid..
