groupserv: add a NEVEROP flag for groups, like for accounts There are two deficiencies in this code.

global: Add LIST command to view what will be sent without sending it. Particularly useful so you can see if your message is too long (got cut off) or if you typo'd so you can CANCEL and fix it.

modules/hostserv/request: small bugfixes, two new small features

infoserv/main: add MOVE/OMOVE commands

Reject passwords that cannot be encrypted At the moment, if services fails to encrypt a password, it will fall back to storing it in plain text in the database. This is clearly undesirable. This can happen for a couple of reasons off of the top of my head:
