TAGMSG will send a textless set of client tags to theuser or channel specified.
TAGMSG supports the following prefixes for sendingmessages to specific clients in a channel:
@ - channel operators only+ - channel operators and voiced users
The nick can be extended to fit into the followingsyntax:
username@servername
This syntax is used to securely send a tagmsg to aservice or a bot.
