useUserActions.ts

Load the admin users page through its route and split it. The loader waits for the users search, the invites, and the roles, and the route never shows its pending component, so a search keeps the current results until the new ones load. UserTable reads the search with useSuspenseInfiniteQuery inside its own Suspense boundary, so only the results ever wait and the search box keeps its focus. useUserActions holds the role, suspend, and restore mutations and their one error, UserRow shows an account, SuspendControl returns early for a suspended account and otherwise renders a SuspendForm on the form kit, and UserSearch and Invites move to their own components, with the invite form on the form kit. Accounts take their type from the API as AdminUser. The web UI spec states how the admin pages load.
