Edit chat tags as chips in a tags input

The comma-separated tag field becomes a TagsInput, after Mantine's: a comma, Enter, a paste, or leaving the field adds a tag, Backspace removes the last, and each chip has its own remove button. Tags follow the lexicon's 64 graphemes and 640 bytes, and stored tags are tidied when editing opens. Screen readers hear tags added and removed. The sidebar's rename, tags, and delete cards move to ChatMenuActions, and the delete card now focuses Cancel and closes at Escape.
