This reverts commit 9fe66a0afe782562d247d40f60bbd9699df5a48b.
This keeps it inline with how node-js-cjs-parcel and node-js-cjs-webpack specify the script name as "dts".
Also adjusts top-level directories:
- `/unit-testing` is now `/tests/unit`
- `/e2e-testing` is now `/tests/e2e`
- This speeds up CI (and local development) by avoiding building twice; each library is now only built once. This is fixed by removing `prepublish` lifecycle script from root `package.json`.
- Each library is now guaranteed to build and check that it's valid for publishing with `publint` in one step.
- Actually fixes `main` property for `node-js-cjs-webpack`
- Adds `files` property to `node-js-cjs-webpack`
- Adds `publint` command to `node-js-cjs-webpack`
