leaflet has no version history, but using git directly to collab on a design doc might be a little too much? And tangled doesn't even have a convenient in-site edit. I am going to install a node with wiki.js in the coming days (as part of my larger project. Full ACL, git backed. Might that suit? In the meanwhile we can keep carving at the pb in leaflet?

yes sure, in general I think git could suite this quite well but tangled does still lack some convenience here.
