Build every branch on push, still not tags

Naming `main` alone stopped the duplicate release runs but also stopped building any other branch, which is a bigger change than the problem called for: work in progress ought to be tested before it reaches main, not after. Naming branches at all is what excludes tag refs, so `**` keeps that property while restoring every branch. The duplicate run at a release stays gone.
