Fuzz the targets with Zig's built-in fuzzer

Each target gets a std.testing.fuzz test seeded with the regression corpus, and the fuzz test binary is compiled by LLVM, without which Debug gets the self-hosted backend and the fuzzer has no coverage to steer by. Before this, zig build test --fuzz found no fuzz tests at all. The standalone loop stays for what the built-in fuzzer does not report: how many inputs each target accepted, rejected and generated.
