serve source.msix, the certificate and install.ps1 with no-cache

git-pages' default Cache-Control, max-age=60 with stale-while-revalidate=3600, let winget's WinINet install a source.msix from before the newest publish after `winget source update` reported success. The build now writes a `_headers` file giving the three files whose names never change `Cache-Control: no-cache`; merged manifests are named by their hash and keep the default. git-pages drops a rule naming a header not in its allowed-custom-headers, so this takes effect only once cloud03 allows Cache-Control.
