Fixed! The governance page now uses URL query params for tab state:
/governance-> LIRs tab (default)/governance?tab=issues-> Issues tab
Clicking tabs updates the URL without page reload, so the Issues tab can now be bookmarked and shared directly.
Fixed! Added URL query params support - the Issues tab now uses ?tab=issues so it can be bookmarked and shared. The URL updates when switching tabs.

OK the default seems to have changed to open issues but this can be considered resolved.
