Note that this required the removal of the wildcard in original Iker config

Also bumping the config version

getrandom changed it's WASM configuration in 0.3, but since not all
the dependencies updated to 0.3, we had a mix of 0.2 and 0.3, which
prevented us from configuring both appropriately for WASM.

This change reverts the version bump of getrandom, rand and prost-build
and reverts f1d7d377.

Currently, only step range is considered for calculating the final scalar values.

This change will required a fix in btleplug, as the LOOB has duplicate
characteristic UUIDs and btleplug gave us the last one, not the first:
