fix: don't append sub_dir when XDG variable is set on Windows
resolve_xdg_path_with_fallback_and_sub_dir was unconditionally appending the sub_dir (e.g. "Desktop") even when the XDG variable was set. Now the sub_dir is only appended to the platform fallback path. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
